If it be considered that this matter should more properly have been

referred to the Salaries Commission of 1929, we would humbly say that the women

teachers in the Department considered the feasibility of this, but decided that

in order to put their suggestions as forcibly as possible before the Commissioners,

it was better to come to some unanimous agreement concerning general rates of

salary, and not to press the claims of one section. The matter was however

brought to the notice of the Commission by the delegation which was invited to

state the case of the omen teachers.

In the Burnham Committee's Awards of Salaries in England as laid down in

the Report of 1927, a clear distinction is made between the rates of remuneration

for Graduates and non-graduates, and for Secondary, Elementary, and Technical

School Teachers. We humbly beg to put forward for your consideration the Standard

Scales of Salaries for the various grades of Assistant Mistresses as specified in

these Reports; it is noticeable throughout that the graduate and trained graduate

receive preferential rates of salary for their services. The majority of the

women Graduate teachers in the service of the Hong Kong Government have had these

preferential rates of salary hile they held posts in English schools prior to

their appointment to Hong Kong, but find that the qualifications stipulated as

essential for appointment to this Colony cease to be of financial value once the

selected candidates arrive in Hong Kong.
